Summary
L made his first appearance in this chapter. We were told that Raito was using every minute of his free time to write down names of criminals. Meanwhile, the ICPO (International Crime Police Organization) had a conference concerning the matter of criminals dying because of heart attacks. They couldn’t come to a reason on the mysterious deaths of crinimals nor could they come up with a solution to solve this situation. So they called upon “L”, the world’s best “private detective” who name, face and whereabouts were a secret.

He only took on cases that he was interested in, and he could solve any seemingly impossible mysteries. Watari, L’s only known contact with the outside world brought the voice of L asking for cooperations of all police force in every country. He also stated that the action of killing criminals was unforgivable.

We were then directed to Raito, who was quite happy of the reactions he received so far. Websites concerning the phenomenon of dying criminals started popping up everywhere. And most of them told a legend of “Savior Kira”, who tolerated no wickedness. Though Raito disliked being referred as a “killer” (kira – killer), he thought that his justice was being accepted and welcomed by some. Though normally people would say that killing was wrong in public, but in reality, they believed in punishing the wrongs. Kira’s actions were being cheered on little by little, and criminals were afraid of their wicked actions.

While Raito was enjoying his success, he was interrupted by a broadcast made by the ICPO all over the world. There, sat someone whose name was Lind.L.Tailor, claiming that he was L. It was explained later in flashback that L had asked for assistance of the Japanese police force, because he was sure that Kira was Japanese. Back on the TV, Linda.L.Tailor accused of Kira of his wrongs in killing criminals and said that what he was doing was “evil”. It then angered Raito because he believed that he was justice because he wanted to create a perfect world. In that world, he shall be God and whoever opposed to God should die. Raito wrote down the name “Linda.L.Tailor” on his death note and the person on TV soon died of heart attacked. However, L’s voice continued and told “Kira” that the person he just killed was not “L”, but a criminal on death roll who were supposed to be executed.

L then challenged Kira to kill him, but of course Raito couldn’t do a thing without his real name or face. L thanked Raito for the hint, and in return, he told Raito that the broadcast was only made in Kanto, Japan, but internationally. The reason that L knew was because Kira’s first murder was in Shinjuku of Kanto, and compared to his other murders, his criminal case was rather insignificant. So L found out that Kira was not only in Japan, but in the Kanto area who used the murderer as a test.

Raito was angered by L’s quick investigation skills and words. He swore to take L down because he said “I am, Justice!!” With L believing in the same thing (that L is justice), the game of L and Kira was on. Both of them were searching for a mystery opponent, and the first to be found will die. Ryuuku was amuzed by humans while Raito was determined to win.
